Carl E. Hoy, 86, of Washington, died Monday, November 6, 2023, surrounded by his family.
He was born December 4, 1936, in Waynesburg, a son of the late James I. and Ruby Latshaw Hoy.
Carl was a devoted member of Trinity Bible Fellowship, where he attended men's ministry and Bible study. He also volunteered at Christian Outreach and helped with the annual "Washington Backpackers" drive.
As a sign of respect for the fallen and to ensure that they were never forgotten, Carl would stand at the church every September 11th and wave his American flag in their honor as the busses passed after school.
Carl was a 1954 graduate of Washington High School and went on to study at Pittsburgh Technical Institute.
He was a member of the Edwin Scott Linton Post #175 of the American Legion, Loyal Order of the Moose #22, and the Telephone Pioneers of America.
He was past president of Bell Recreation of Washington and the Bell Credit Union.
In his free time, Carl enjoyed reading the Bible and working outside. His greatest joy, however, was spending time with his grandchildren.
He served in the United States Navy during the Korean Conflict.
On February 22, 1956, in Washington, he married the love of his life, Nancy Lou Barr, who survives. They shared 68 beautiful years together.
Also surviving are a son, Johnny Brent (Cathy) Hoy of Virginia Beach, Va.; two daughters, Carla Jean Armstrong of Washington, and Beth Ann (Joseph) Monsour of Ambridge; a sister, Elsie (David) Holovack of Washington; six grandchildren, Tyler Hoy, Casey (Aaron) Pickett, Carly (Geoff) Wise, Shayne (Nicole "Michelle") Mull, Jamie Monsour, and Rachel (Andrew) Fennell; 10 great-grandchildren; and several nieces and nephews.
Deceased are a brother, James Hoy; and a grandson, Ryan Armstrong.
All services are private and entrusted to Hummell and Jones Funeral Home, Inc., Douglas M. Jones, supervisor, Dr. Lawrence K. Donovan, director.

Very sad to hear of Carl's passing. My mother Eileen Tarr Flanagan grew up with Nancy and her sister Bonnie, and I had the pleasure of staying with Carl & Nancy when Mom & I would visit Washington. Carl & Nancy always made us feel welcome, & were just delightful to be around; warm, active, fun people who enjoyed life. I loved listening to their stories of the past. They were a beautiful couple who clearly adored each other, & managed to keep smiling & laughing together through it all. My heart goes out to Nancy & the rest of the family. Such a loss, but Carl leaves many memories to treasure. Sending much love!

Nancy and family. Oh how much we are going to miss Carl.
He was always so happy and energetic. I would love when he would wear his uniform to church. I am grateful and thankful for his service to our country. And his devotion to you, Nancy was outstanding.
A light has left this earth but he is dancing in Heaven with Jesus
I am praying God will wrap his arms around you all and give you peace that only our Lord and Savior can give.
We will miss our fallen warrior.
God bless
Ellen
